It is a small top, below which a gas filter, but below is going nowhere

Sounds like it could be a bowl floating in the line-out gas.

However, since they never gave us the year, make, model, and as we all try to help, we can only guess. Well, if it's just 1-of all time "moped" it could be different, but there are millions, I suppose that could only be a flow of carbohydrates in the liberation.

Could a vacuum line not knowing where in your carburetor. Above, below, are then not the best descriptive words here ..

I would like one of the owners / Pick-shop manual, I ...

It is an overflow pipe, the queue at the bottom of the bike, so that the spilled fuel does not accumulate in warm rooms.
